This position functions as the statewide resource and security manager for the Central Paternity Registry (CPR). It is the duty of this position: To write, compile and modify complex database programs to conduct analyses of paternity, birth, and fetal death records, conduct accuracy testing of these programs, and compile report findings to fulfill established criteria and deadlines of Federal and State reporting. To design, develop and implement procedures for the collection and processing of paternity documents and data and to assemble that data into a comprehensive database of paternity establishments, conduct quality assurance reviews on the data, respond to functional issues affecting the operation of the web-based application and refer as needed to DTMB staff. To conduct security management tasks that limit access to the CPR to only those persons deemed appropriate through interpretation of current laws and State policies, consult and coordinate with other State and Local agencies regarding CPR access, develop, prepare and distribute policy and instructional manuals, monitor CPR usage, and implement disciplinary actions for improper use as needed. To oversee the maintenance of data from the Electronic Birth Certificate (EBC) system, consisting of analysis, manipulation, modification and compilation of natality and fetal death data; produce statistical reports, process and format data in preparation for distribution and release to the National Center for Health Statistics, the Department of Health & Human Services staff and to other users of birth and fetal death certificate data.

Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.

Education_** Educational level typically acquired through completion of high school.
Four years of experience as an advanced 9-level worker in an ECP Group One classification.
Three years of experience as an E9, E10, or E11-level worker in an ECP Group One classification.
Two years of experience as an experienced level worker in an ECP Group One technician or paraprofessional classification.
Two years of experience as a first-line supervisor in an ECP Group Three classification.
One year of experience as a second-line supervisor in an ECP Group Three classification.
*Paraprofessional classifications are those requiring an associate's degree or two years of college.
Educational Substitution College credits may be substituted on a proportional basis (one year of college education may substitute for one quarter of the required experience) for up to one half of the required experience.
