Job Description

This position functions as an application development expert, within a team of technology professionals. The specialist is responsible for the design, development, testing, on-going enhancements and documentation of technical architecture, software, databases and security solutions that support agency systems. This specialist is responsible for leading application development projects which focus on achieving the goals and mission of the agency. This position has responsibilities during all phases of the software development lifecycle related to these systems. This position has responsibilities for directing and checking the work of team members, including state employees and contractors. Responsibilities include providing guidance and mentoring to less senior analysts. Considerable knowledge of the development platform(s) as listed within the knowledge skills and abilities section of this position description.

This position functions as an application development expert for One Stop Management Information System (OSMIS) and Michigan Adult Education Reporting System (MAERS) internet-based tracking and reporting systems for Workforce Development programs. OSMIS currently supports six major program areas: Wagner-Peyser Employment Service Program, Welfare Reform, Workforce Innovation and Opportunity Act (WIOA), Partnership Accountability Training and Hope (PATH), Food Assistance Employment and Training (FAE&T;), TAA (Trade Adjustment Assistance) and Temporary Assistance for Needy Families (TANF). Michigan's Works Association service providers use this system to track all benefits and services to citizens statewide. The OSMIS system produces data for all the federal reports mandated for monitoring programs performance. Michigan Adult Education Reporting System (MAERS) collects yearly achievements and outcomes of adult education learners. This tracks the participants who are receiving classroom services funded by the State of Michigan, US Department of Education. MAERS reports yearly educational gains in the Adult Education program leading to obtaining employment services for the participants.

This advanced position provides technical leadership to teammates through coaching and mentorship, production support, evaluates possible solutions, develops alternative solutions, recommends technical modifications, and designs, develops, and maintains high standards of software quality within the team by establishing good practices, web application software security standards.

Required Education and Experience

Education and Experience

Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Experience

Information Technology Specialist 14 Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

Alternate Education and Experience

An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

OR

At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
